Charleston Mayor Joseph P. Riley (R) shares a laugh with Mayor Fabrizio Cardarelli of Spoleto Italy following the opening ceremony for the Spoleto Festival USA, a 17-day performing arts festival May 22, 2015 in Charleston, South Carolina. Riley opened the festival for the last time as Mayor as he will retire at the end of the year after 39-years.
